GMs and territories
Twenty-four territories, one team each. A GM claims a territory, names the faction and the team, and chooses a city in it, real or fictional.
Maintains the schedule, official game files, transactions and the decision log.
Handles any matter involving the commissioner's own team.

Territory numbers are administrative, not draft positions. Conference and division assignments follow a separate decision.
What a GM does
- Claims one territory, the faction that holds it and the franchise that plays for it.
- Chooses a real or fictional city in the territory, and names the faction and the team.
- Chooses the faction's banner and the team's colours.
- Names one voting representative and one roster manager accountable for deadlines.
- Keeps contact details current, offers several playing windows and keeps a current coaching file.
Claiming a territory
Only one team per territory. Alongside the claim, each GM registers:
- Territory
- Faction name
- City, real or fictional
- Team name
- Banner
- Colours
- Stadium
- Local recovery history
- Ownership background
- GM's real time zone
- Normal playing windows
The league records each claim and settles any duplicate or confusing identity before registration.
